Abstract

Declining youth turnout in South Africa's local government elections is routinely diagnosed as apathy. This article challenges that diagnosis. Drawing on evidence of rampant municipal mismanagement, entrenched youth unemployment exceeding 60 per cent and the explosive civic energy of movements like #FeesMustFall, it argues that youth disengagement from formal electoral processes is better understood as a rational response to institutions that have repeatedly failed to deliver. Young people are not withdrawing from politics; they are redirecting their participation toward protest, digital activism and extra-institutional mobilisation.
